1、 Standard positioning and implementation time
GB 44703-2024 "General Requirements for Optical Radiation Safety" was jointly released by the State Administration for Market Regulation and the National Standardization Administration on September 29, 2024, and will be officially implemented on October 1, 2026. It is the first top-level mandatory national standard in the field of optical radiation safety in China, with legal binding force. This standard fills the gap in the mandatory basic safety standards for incoherent optical products in China. Laser products within the scope of the standard must pass compliance testing and be affixed with a unified safety label.
2、 Scope of application
The standard is applicable to laser products within the wavelength range of 180 nm to 1 mm, and covers the optical radiation safety of incoherent optical products and their working processes within the wavelength range of 200 nm to 3 μ m. As for lasers, industrial lasers, medical laser equipment, communication laser modules, laser display and lighting products, and laser components in consumer electronics all fall within the scope of application.
3、 Testing core content
The standard proposes general requirements from four dimensions, and testing is also carried out around these four dimensions:
Risk grading detection: Establish a dual track system of "professional classification+general classification". The general classification is divided into four levels from low to high: exemption level (no risk of injury), low risk level (safe for short-term scanning, risk of injury for long-term direct vision), medium risk level (staring can cause eye or skin damage), and high risk level (direct or diffuse reflection may cause injury). The professional classification is still determined according to GB/T 7247.1 to determine the specific category based on the achievable emission limit (AEL).
Risk identification testing: Products must have both universal and professional identification. The universal logo adopts a four-color arrow design (green, yellow, orange, red) for easy public recognition; Professional signage includes three types of graphic signs: warning, prohibition, and instruction. 3R class and above laser products also need to add laser window markings on the output window.
Product safety control testing: It is required to include risk levels, safety labels, and engineering control measures in product specifications and manuals; Low risk and above products must be operated according to their intended use and risk sources must be identified.
Work process safety control testing: At the technical level, it is required to identify risk sources and take engineering control measures. At the management level, it is required to incorporate light radiation safety management into the occupational health and safety management system.
4、 Level mapping relationship
The corresponding relationship between General Level 4 and Laser Professional Classification is roughly as follows: Exemption Level corresponds to Class 1 products; Low risk level corresponds to 1C, 1M, 2, 2M, 3R products; Medium risk level corresponds to Class 3B products; High risk level corresponds to four types of products. During testing, the laser safety category is determined by measuring parameters such as wavelength, output power, and AEL according to GB/T 7247.1 (equivalent to IEC 60825-1), and then mapped to a general risk level.
5、 Testing criteria and methods
The professional classification of laser products is determined according to GB/T 7247.1, and the laser safety level is determined by measuring parameters such as wavelength, output power, and achievable emission limit. The measuring equipment needs to be regularly traced and calibrated, covering the wavelength range of 180 nm to 3 μ m, and the dynamic response capability should be verified separately for continuous and pulse modes. For products with variable parameters (such as adjustable wavelength laser beauty devices), it is also necessary to use worst-case scenario or multi parameter combination simulation for risk assessment.
6、 Preparation materials for inspection
Before sending for inspection, it is usually necessary to prepare: product technical specifications (including core parameters such as wavelength, power, pulse width, repetition rate, etc.), user manual, circuit schematic, electronic safety label document (indicating level, wavelength, maximum output power, etc.). The sample submitted for inspection must be consistent with the mass-produced version; If the optical path structure or laser module is changed after detection, the original report will become invalid.
7、 Testing cycle and institution selection
The regular testing cycle is about 7-10 working days; If the initial test fails and requires rectification and retesting, an additional 3-5 working days are generally required. It is recommended to choose a third-party laboratory that has both CNAS and CMA qualifications, as well as GB 44703 and GB/T 7247.1 testing authorization, to ensure the legal validity of the report.
