1、 Definition and Background
Laser dual-use item testing refers to the technical parameter measurement and usage evaluation of laser products and their key components in accordance with export control regulations, in order to determine whether they belong to dual-use items that can be used for both civilian and military purposes. Laser is widely used in military fields such as precision guidance, laser ranging, and optoelectronic countermeasures, making it a key regulatory object on export control lists in various countries.
2、 Regulatory Basis
At the domestic level, it is mainly based on regulations such as the Export Control Law of the People's Republic of China and the Catalogue for the Administration of Import and Export Licenses for Dual use Items and Technologies. At the international level, the main reference is the regulatory threshold set by the Wassenaar Arrangement for lasers and related equipment. In addition, United Nations Security Council resolutions and international treaties that China has concluded or participated in also constitute the legal basis for testing.
3、 Detection object
The testing scope covers the entire laser and key components, including laser gain media (such as Nd: YAG crystals, ytterbium doped fibers, titanium sapphire, etc.), pump sources (high-power semiconductor lasers, etc.), optical resonant cavity components (high reflectivity mirrors, output mirrors, Q-switches, electro-optic modulators, etc.), beam shaping and transmission systems, as well as laser control software and embedded algorithms.
4、 Core testing indicators
Wavelength characteristics: Use a spectrometer to measure the output center wavelength and tunable range, with a focus on whether it falls within the sensitive band (such as the 1500-1600 nm fiber optic communication band).
Output power: Use a calibrated power meter to measure continuous output power or average output power. Under current regulatory standards, lasers with continuous output exceeding 20 watts are usually subject to regulatory evaluation.
Pulse parameters: For pulse lasers, measure pulse width, repetition rate, single pulse energy, and peak power. Picosecond and femtosecond ultra short pulse lasers, even if their average power is not high, may still be subject to regulation due to their special military value.
Beam quality: measure beam divergence angle, spot mode, M ² factor, etc. Excellent beam quality means that energy can be concentrated and transmitted over long distances, making it more valuable for military applications.
Environmental adaptability: Evaluate the operational stability of lasers under different temperature, humidity, and vibration conditions. Military lasers typically require a wider operating temperature range and stronger anti-interference capabilities.
5、 Testing process
The testing work is generally divided into five stages: data review (reviewing technical specifications, end use statements, and other documents), sample testing (laboratory testing of the submitted laser), parameter comparison (comparing measured data with control thresholds), use evaluation (analyzing the match between technical parameters and declared use, verifying the background of the end user), and issuing conclusions (determining whether it belongs to the scope of dual-use item control and proposing export license recommendations).
6、 Judgment criteria
The core of determining whether a laser belongs to a dual-use item lies in whether its technical parameters have reached the regulatory threshold and whether it has military application potential. For products on the edge of regulatory thresholds, special attention should be paid to the degree to which their technical parameters are close to regulatory standards. If it belongs to controlled items, the corresponding export control code and control level should be further determined.
