With the rapid advancement of LED technology, LED chips have been widely adopted in general lighting, display devices, automotive lighting, stage lighting, and various specialised lighting applications. Compared to traditional light sources, LEDs offer advantages such as high efficiency, long lifespan, and fast response. However, their high blue‑light content and high optical power density also present non‑negligible photobiological safety risks. LED chips emit optical radiation in the 200 nm to 3000 nm range, which may pose potential hazards to human eyes and skin, covering ultraviolet, visible, and infrared regions. Therefore, conducting scientific photobiological safety testing for LED chips has become a crucial step for product compliance and consumer health protection.
IEC 62471, titled “Photobiological safety of lamps and lamp systems”, is the core optical radiation safety standard developed by the International Electrotechnical Commission (IEC). This standard comprehensively replaces the previous energy‑level requirements for LED products under IEC/EN 60825, introducing additional photobiological assessment metrics, including irradiance, radiance, and other parameters.
The core objective of IEC 62471 is to scientifically evaluate the optical radiation emitted by artificial light sources (such as LEDs and fluorescent lamps) and to determine whether they may cause photochemical or thermal damage to human eyes and skin. Based on the measurement data, products are classified into four risk groups: Exempt (RG0), Low Risk (RG1), Moderate Risk (RG2), and High Risk (RG3). For the vast majority of consumer‑grade LED chips, the target is typically Exempt (RG0) or Low Risk (RG1). This is not only a responsibility to consumer health but also a mandatory requirement for products entering markets such as the EU and obtaining CE certification.
A compliant IEC 62471 test report generally follows this clear process:
Initial consultation and test plan confirmation: The manufacturer communicates with the testing body, providing product type, light source parameters, and other information to determine the applicable test standard (IEC 62471, EN 62471, or GB/T 20145) and the scope of test items. Required documentation includes product specifications, circuit diagrams, optical design descriptions, and user manuals.
Sample submission and contract signing: Send at least two fully functional finished chip samples to the laboratory, and sign the testing service contract.
Laboratory testing: Under specified conditions (e.g., a test distance of 200 mm), the laboratory measures optical radiation according to the standard. Testing covers multiple dimensions, including UV hazards, retinal blue‑light hazards, retinal thermal hazards, and infrared radiation hazards.
Data evaluation and classification: Based on measured irradiance, radiance, and other data, the product‘s risk group (RG0‑RG3) is determined by comparing the results against the standard limits.
Report preparation and delivery: Engineers prepare a detailed bilingual (Chinese/English) test report, which is issued after review. If the test identifies a risk group that is too high (e.g., RG2), the professional body usually provides corrective recommendations to help the manufacturer optimise the product design before re‑testing.
Timeline: Standard IEC 62471 testing typically takes about 5 working days to complete and issue the report. For products with particularly complex structures or multiple operating modes, the timeline may be slightly extended. For urgent cases, some organisations offer expedited services that can complete the work within 2‑3 working days.
Costs: Testing fees are not fixed and are mainly influenced by the following factors:
Product type and light source characteristics: Higher‑power or spectrally complex chips cost more to test.
Scope of test items: Single‑item testing for blue‑light hazard is less expensive, while a full assessment costs more. The market price for a single “retinal blue‑light hazard” test is typically in the range of approximately RMB 1,000.
Accreditations of the testing body: Laboratories with CNAS, CMA, and other recognised accreditations issue reports with greater credibility, and their fees reflect their professional value.
