legal basis
The core regulations are Appendix T to Subpart B of Part 430, which is subject to the United States Code of Federal Regulations 10 CFR Part 430.
This regulation covers all flush function toilets exported to the United States, including ordinary ceramic toilets, smart toilets, etc., and specifies a
unified energy efficiency testing method and judgment standard.
Requirements for flushing volume limit
Single flush toilet: Each flush volume ≤ 1.28 GPF (approximately 4.85L)
Double flush toilet: Calculated based on the weight of 1 large flush and 2 small flushes, the average flush volume should be ≤ 1.28 GPF
Universal upper limit: Each flush volume must be less than 6L
Once the flushing volume exceeds the above limit, it will be directly judged as unqualified in the test and cannot enter the subsequent registration
process.

Confirm the scope of control: All toilets with flushing function are subject to mandatory DOE control and do not require additional judgment
Sample testing: Send the mass-produced specification samples to a third-party laboratory recognized by DOE, and conduct core project testing such
as flushing volume according to Appendix T
Report issuance: After passing the test, the laboratory will issue a formal DOE test report
DOE registration: The cooperative laboratory completes product registration in the DOE system based on test reports and product parameters
Query confirmation: After the registration review is approved, log in to MAEDBS (Manufacturer Appliance Efficiency Database System) to query the
registration information and confirm that the compliance filing is successful
Registration precautions
Account ownership: The MAEDBS system account must be independently registered by the enterprise in the name of the manufacturer and cannot be
replaced by a third party
Authorization operation: After successful account registration, authorize the corresponding laboratory to submit the registration application on behalf
of you
Data consistency: The product model, flushing volume, specification parameters, etc. submitted for registration must be completely consistent with the
test report
Query time: Under normal circumstances, registration information can be queried in the MAEDBS system within 2-3 working days after submission
Violation risk
Products that have not completed DOE certification for export to the United States will face risks such as customs detention, delisting from e-commerce
platforms, and high fines, directly blocking market access in the United States.
