If you sell laser pointers, laser levels, laser rangefinders, laser engravers and other laser devices on Amazon US, you must fully understand the following compliance requirements.
01 What is IEC 60825-1?
IEC 60825-1 is a laser product safety standard issued by the International Electrotechnical Commission, with the full title Safety of laser products – Part 1: Equipment classification and requirements.It covers laser equipment with wavelengths ranging from 180 nm to 1 mm, and the latest revision is the 2014 version. This standard serves as a fundamental entry threshold for laser products entering the EU, North America and other global markets.Core Functions of the Standard
Laser Classification: Products are categorized into Class 1 through Class 4 based on output power, wavelength and other parameters, with each class corresponding to a distinct hazard level and mandatory safety measures.

Standardized Testing Guidelines: Unified measurement methods for laser radiation are specified. Test reports issued per this standard are recognized across multiple global markets.
02 Divergent Compliance Rules Across Amazon Marketplaces
Amazon US
Sellers must provide an IEC 60825-1 test report, and products shall also comply with FDA 21 CFR Part 1040, the U.S.-specific laser regulatory standard. Both documents are mandatory.Amazon Europe

(1) Requirements for Laser Product Test Reports
Reports must be issued by an ISO 17025 accredited laboratory.
Mandatory report content: product model, laser classification, measured laser power & wavelength data, laboratory accreditation information, test date.
Supplementary attachments: full product photos, original product label photos, laser warning label photos.
(2) Permanent, Legible Product Label Mandates
All laser devices must bear the following durable, clearly printed labels:Laser hazard warning label: yellow or orange background, printed with the text "Laser Radiation".
Laser class marking: explicit class identification (e.g., "Class 2 Laser Product").
Manufacturer identification label: full company name, physical address and contact information.
Laser parameter marking: nominal laser wavelength (nm) and output power (mW).
(3) User Manual Mandatory Safety Warnings
All product user manuals must include the following safety reminders in clear English:Do not expose eyes to direct laser beam.
Keep out of reach of children.
Avoid exposure to reflected laser beams.
First-aid guidance for accidental laser eye exposure.
04 Practical Actionable Advice for Sellers
Initiate compliance preparation immediately. The updated policy is now in effect, and non-compliant listings are being taken down routinely. Listings can generally be reinstated after valid compliance documentation is submitted.
For Amazon US sales, dual compliance with IEC 60825-1 and FDA 21 CFR Part 1040 is non-negotiable; neither document can be omitted.
