LED Lighting Export to EU: Energy Label Registration Requirements & Compliance Guide

2026-06-08 Industry News

Amazon and TEMU have intensified compliance inspections recently. Is your energy efficiency report authoritative enough?

The European LED lighting market has entered a regulation-driven growth phase in 2026. Statistics show the market is valued at 25.87 billion US dollars, with a projected compound annual growth rate of 4.78%. While huge opportunities await Chinese exporters, the EU has continuously raised compliance thresholds. The EU Energy Label (EPREL) has become a mandatory passport for products to enter the European market.

Major e-commerce platforms including Amazon and TEMU are conducting rigorous compliance audits. Products without completed energy label registration or non-compliant labels face removal from storefronts and customs detention. Meanwhile, the authority and accreditation of energy efficiency test reports have become a core focus of platform reviews.

Shenzhen CTNT Testing can issue energy efficiency test reports stamped with official ILAC recognition, delivering reliable support for your EU compliance procedures.

I. EU LED Lighting Market: Opportunities Alongside Strict Compliance Rules

Following the enforcement of the EU Ecodesign for Sustainable Products Regulation and the phase-out of halogen and fluorescent lamps, LED penetration across Europe keeps rising, driving a large-scale lighting replacement wave.

Nevertheless, market supervision in the EU has been significantly tightened in 2026. Platforms impose stricter requirements on the completeness of energy label registration, as well as the authenticity and international recognition of test reports. Test reports issued by ILAC-accredited laboratories can greatly improve approval rates and mitigate compliance risks.

II. Core Requirements for EU Energy Label (EPREL)

Since 1 September 2021, LED luminaires have been fully subject to Regulation (EU) 2019/2015 on energy labelling and Regulation (EU) 2019/2020 on ecodesign. Key compliance rules are listed below:

  1. Energy Efficiency ClassificationThe rating system reverts to a simplified scale from Class A (highest efficiency) to Class G (lowest efficiency). Due to revised calculation criteria, products graded A++ under the old rules may only reach Class E or F under the new standard, setting higher requirements for luminous efficacy.
  2. Rigorous Performance Thresholds
  • Lumen maintenance: No less than 70% after 6,000 hours of operation
  • Standby power consumption: Maximum 0.5W
  • Stroboscopic effect: SVM ≤ 0.4 (subject to regular official inspection)
  • Colour rendering: R9 > 0. Non-compliant products will be rejected directly.

  1. Mandatory Digital Traceability

The QR code printed on the energy label must link directly to the official EU EPREL database to display product technical parameters and energy efficiency class. Unscannable QR codes are deemed non-compliant.

III. Registration Process & Required Documents

The EPREL registration follows a fixed workflow: laboratory testing first, then official registration.

Standard Procedures

  1. Submit samples for energy efficiency testing at an ILAC-accredited laboratory.
  2. Issue formal test reports in accordance with standards such as EN 50648, covering luminous flux, EEI (Energy Efficiency Index), standby power and other indicators.
  3. Appoint an EU Authorised Representative (mandatory for non-EU manufacturers).
  4. The EU Authorised Representative or designated agent creates an account and uploads relevant data on the official EPREL database.
  5. After review and approval, the system generates a unique registration number and exclusive QR code.
  6. Print and attach the colour energy label on products or packaging (minimum size: 36mm × 72mm).

Required Documents

  • Energy efficiency test report (available with ILAC-accredited stamp from our side)
  • Product technical datasheets & user manuals
  • High-definition product photos
  • EU Authorised Representative agreement

Our Strength: Test reports issued by Shenzhen CTNT Testing carry the official ILAC recognition stamp, enjoying wide global acceptance and helping you avoid review issues caused by unaccredited reports.

IV. Timeline & Cost Overview

Registration Timeline

The whole process generally takes 2 to 3 weeks:

  • Energy efficiency testing: 5 – 10 working days (duration varies by product complexity)
  • EPREL document review: 3 – 7 working days

Working with an experienced service provider can effectively shorten rectification time and waiting periods.

Cost Breakdown

  • Testing fee: Ranges based on product types (bulb lights, downlights, smart luminaires, etc.), starting from several thousand RMB per model.
  • Service fee: Covers technical document review and EPREL system data entry.
  • EU Authorised Representative fee: Subject to respective service providers’ pricing.

Note: No annual fee is required for EPREL registration. The registration remains valid permanently, while all technical documents must be kept traceable at all times.

V. Why Does the ILAC Stamp Matter?

The ILAC-MRA (ILAC Mutual Recognition Arrangement) mark means test reports are mutually recognised by laboratories and authorities across numerous countries and regions worldwide.Although the ILAC stamp is not legally compulsory for all platforms and customs authorities, it adds strong credibility to your test reports amid increasingly strict compliance audits, and streamlines the approval process.

Currently, only a limited number of institutions are qualified to issue energy efficiency test reports with the ILAC stamp, which has become a key selection criterion for most export enterprises. Shenzhen CTNT Testing is one of the qualified service providers.
