Leveraging our core and differentiated strengths, we provide you with high-quality, comprehensive technology services
More
We provide professional optical product testing services (laser product safety testing and performance parameter testing, photobiological safety testing for non‑laser products), as well as energy efficiency testing services (EU ErP energy efficiency testing, US DOE energy efficiency testing, California CEC energy efficiency testing), among others.
If you have requirements for laser products (laser product safety testing and laser performance parameter testing) and energy efficiency testing (EU ErP energy efficiency testing, US DOE energy efficiency, California CEC energy efficiency, UK energy efficiency testing), please feel free to email us at: admin@ctnt-cert.com
Regulatory nature
Laser stage lights are exported to the United States and are regulated by the Center for Devices and Radiological Health (CDRH) under the FDA. It is not a traditional "certification and issuance", but a system of self conformity declaration and product report filing for enterprises: the FDA does not issue paper certificates, and after approval, it will give an Accession Number as a key certificate for customs clearance and sales.
The core regulatory basis is 21 CFR 1040.10 (General Performance Standards for Laser Products) and 21 CFR 1040.11 (Supplementary Requirements for Specific Purpose Laser Products, including Laser Demonstrations/Stage Types).
Scope of application
As long as laser stage lights are sold, imported, or distributed in the United States, regardless of their power, they basically fall within the regulatory scope. If an independent laser module is sold as a component to a complete machine factory and labeled as "for component use only", it can go through the component exemption path; But the whole machine factory must complete the product report by themselves.
Laser level determination
First, classify according to output power, wavelength, and pulse characteristics (Class I/II/IIIa/IIIb/IV):
Low power demonstration lights may fall under Class IIIa/3R and below.
Commercial performance high-power scanning lights are mostly Class IIIb or Class IV, with the strictest control.
Hardware and Security Design Requirements
Class IIIb/IV stage lights typically must have:
Key switch
Safety interlock (automatic power-off when opening the lid)
Emergency stop button/remote emergency stop interface
Launch indicator lights or sound and light warnings
Beam termination device (shutter/shutter)
Scan failure protection: When the mirror malfunction causes the beam to stagnate, it needs to automatically cut off or reduce power within a very short time (commonly required 0.25-0.3 seconds)
Testing and document preparation
Must be sent to an ISO/IEC 17025 or FDA accredited laboratory for testing:
Wavelength, maximum output power/energy, pulse parameters
Beam divergence angle, beam diameter
Achievable Launch (AEL) Comparison
Interlock/key switch/scan protection function verification
Stray radiation and leakage testing
The technical document package usually includes: specification sheet, optical circuit diagram, circuit diagram BOM、 English instruction manual, label sample, quality control process, and US agent information.
Labels and Instructions
The permanent label on the body (in English, wear-resistant) should include:
Complies with 21 CFR 1040.10[](@replace=10005) and 1040.11
Laser grade (such as CLASS IV Laser PRODUCE)
Wavelength, maximum output, manufacturer information
Corresponding level warning language (DANGER for IIIb/IV)
Laser hazard diamond icon
The English manual must include instructions on safe operation, distance from the audience area, maintenance, emergency stop, and prohibition of direct viewing.
Submission and filing process
Designated US Agent for Non US Enterprises
Complete enterprise facility registration (FEI, etc.)
Submit Laser Product Report (Form FDA 2788 or equivalent electronic report) through FDA electronic systems (eSubmitter/FURLS, etc.)
Obtain an Accession Number → for customs clearance (importers often attach Form FDA 2877 conformity declaration)
Submit the annual report before September 1st each year (usually for Class II and above, deviation approved products); Submit a supplementary report on safety related changes
Special features of stage lights
If the laser demonstration/stage scanning class exceeds the Class IIIa limit and the conventional path is insufficient, it is often necessary to apply for variance approval from the FDA, using scan failure protection, audience area irradiation control, and operating procedures to prove that the risk is controllable.
Common pitfalls
Only register the enterprise without listing the product model → Customs clearance card
Tested power higher than the filing level → Goods withheld/returned
Label missing DANGER or 1040 conformity statement → spot check unqualified
Forgetting annual reports or changes without supplementary reporting → Invalid filing
