IEC 60335-2-113

2026-11-04 Industry News

1、 Standard positioning and name

IEC 60335-2-113 is the second part of the IEC 60335 series, specifically titled "Safety of household and similar electrical appliances - Part 2-113: Special requirements for beauty appliances containing lasers and strong light sources". It cannot be used alone and must be implemented in conjunction with the general safety foundation standard IEC 60335-1: 60335-1 covers general electrical safety, and 2-113 adds special risk management for optical products on top of it.

The current version is IEC 60335-2-113:2025, which is a technical revision that replaces the 2016 first edition and the 2021 revision, and aligns with IEC 60335-1:2020.

2、 Applicable product scope

The standard covers household and similar beauty appliances that rely on skin contact for work, contain lasers or strong light sources (ILS), have a rated voltage not exceeding 250 V, and include DC and battery powered equipment. Typical objects include:

Laser hair removal device, intense pulsed light (IPL) hair removal equipment

Skin care appliances that use laser/strong light sources to heat hair follicles or skin tissue, generate thermal effects or specific wavelength photobiological effects

Instruments used to control hair growth

Products that are not commonly used in households but pose a risk to the public, such as equipment used in beauty salons and salons

Boundary delineation is key:

Devices for skin exposure to light radiation with a luminous surface area ≥ 25 cm ² → classified in IEC 60335-2-27

Medical Devices → Follow IEC 60601 Series

Ordinary skin/hair care equipment → Follow IEC 60335-2-23, 2-115

Nail curing equipment → not within the scope of this standard

3、 Core Risk and Control Logic

The two major hazards that distinguish this type of product from ordinary household appliances are:

Hazards of light radiation: Residual ultraviolet/visible/infrared radiation may damage the eyes and skin, and even after filtering treatment, it needs to be evaluated.

Risk of thermal burns: When the equipment is in close contact with the skin, uncontrolled temperature rise or fluctuations in energy output can directly cause burns.

The standard focuses on strengthening three lines in addition to general electrical safety: optical radiation safety, contact surface temperature rise, and light output interlock and trigger control.

4、 Main technical requirements

Optical radiation safety: Evaluate stray light radiation according to IEC 62471-7, limit harmful exposure to human eyes and skin; Check the integrity of the filter to prevent leakage of harmful bands.

Surface temperature rise: The 2025 version has added a new limit for the temperature of touchable surfaces (Chapter 11). Under normal and abnormal conditions, the light outlet, housing, and grip area must not exceed the limit.

Light output and interlocking control: Devices with skin contact sensing are not allowed to emit light in a non-contact state; Verify the reliability of the sensing system and prevent false triggering.

Electrical and mechanical safety: Inherit the insulation, withstand voltage, leakage, shell strength, sharp edge protection and other requirements of 60335-1, and add special structural review of optical components.

Power and Battery: The 2025 version has added new power requirements (21.102, 21.103, 24.2) and refined the specifications for 0.2-5 Ah batteries for reference.

Identification and instruction manual: added warning language for children's prohibition; Clarify the operating instructions, contraindications, and frequency of use warnings for "beauty salon only" equipment.

5、 Scenarios not covered by standards

The standard only deals with "common hazards faced by everyone in the family and similar environments", and usually does not consider:

Unsupervised use by individuals with physical, sensory, or intellectual limitations

Users lacking experience/knowledge have no guidance for operation

The situation of children playing with equipment

In addition, health regulatory authorities in various countries may impose additional regulations on phototherapy products (such as wavelength access and medical certification), and the standards themselves do not replace such regulatory thresholds.

6、 Summary of Compliance Points in One Sentence

When making optical beauty devices for sea or inspection, the essential focus of 2-113 is three things: boundary determination of the light-emitting surface less than 25 cm ², IEC 62471-7 radiation assessment, and verification of skin temperature rise and light output interlock - these three cannot pass, and even if the electrical part is clean, it cannot obtain a certificate.
