Amazon US has entered a phase of "mandatory third‑party verification" for compliance review of fan products, and a UL 507 test report is an essential document that cannot be bypassed.
From 30 June 2026, Amazon US and Canada will formally implement new compliance rules for household appliances powered by lithium batteries, and the fan category is explicitly included in the regulatory scope.
Amazon no longer accepts test reports uploaded by sellers themselves; verification results must be submitted directly by a platform‑recognised third‑party testing body.
ASINs that have not completed compliance verification will be delisted, and FBA inventory will be frozen simultaneously.
UL 507 is the dedicated U.S. safety standard for electric fans, and its scope far exceeds ordinary consumer perception.
Standard definition: UL 507, full title "UL Standard for Safety for Electric Fans", regulates the electrical safety, structural safety, durability, and usage safety of electric fans with rated voltages below 600 V.
Product scope covered: Table fans, pedestal fans, ceiling fans, wall fans, window exhaust fans, duct fans, evaporative air coolers, air purifier‑fan combinations, as well as the rapidly growing categories of portable handheld fans, neck fans, and USB desktop mini fans.
Explicitly excluded scope: Air heaters, humidifiers, fans for hazardous locations, and commercial cooking area fans (non‑household) are not within UL 507 jurisdiction.
Amazon listing only requires a UL 507 test report, not a UL certification certificate – the cost difference between the two is significant.
UL 507 test report: Issued by a third‑party laboratory with ISO 17025 accreditation, used for compliance review on Amazon, Temu, and other platforms. No factory audit required, with short turnaround and low cost.
UL certification certificate: Issued by UL officially, requires annual factory audits and annual fees, and permits use of the UL mark. Mainly used for offline retail chain entry and North American customs clearance – not required for Amazon listing.
Key reminder: The report‑issuing body must have ISO 17025/ILAC accreditation. Reports without accreditation will be directly rejected by Amazon and may even lead to store violations.
UL 507 testing is conducted across four dimensions: electrical safety, mechanical safety, thermal safety, and durability. Lithium‑battery fans have additional requirements.
Electrical safety testing:
Dielectric strength test (1200 V/1 min or 1500 V/1 min without breakdown)
Leakage current test (Class I ≤0.5 mA, Class II ≤0.75 mA)
Insulation resistance ≥2 MΩ
Earthing continuity test
Motor locked‑rotor test
Mechanical and structural safety testing:
5 mm standard probe must not contact rotating parts
Impact resistance test of protective grille
Stability test (does not tip over when tilted 15°)
Handle strength test
Drop test for portable fans
Temperature rise and durability testing:
Motor housing temperature rise ≤85 °C
Handle/housing surface temperature rise ≤50 °C
Protection device must trigger after 30 minutes of locked‑rotor condition
Lithium‑battery fan specific requirements:
Cells must hold UL 1642 report
Battery packs must hold UL 2054 or UL 62133‑2 report
UN 38.3 transport test report must also be provided
The completeness of documentation preparation directly determines processing efficiency and first‑time pass rate.
Basic documentation: UL 507 test application form, bilingual (Chinese/English) product nameplate labels.
Technical documentation: Product specifications/parameter sheets, user manual (including safety warnings), complete machine structural drawings, electrical schematics.
Component documentation: BOM list, specifications and compliance certificates for core components (motor, power cord, thermal protector, circuit board, etc.).
Test samples: 3‑5 complete finished units for standard fans; 5 units recommended for handheld portable fans (including original accessories and packaging).
Standard process: Select a laboratory with ISO 17025 accreditation → Submit documentation and confirm the test plan → Send samples and pay fees → Full testing by the laboratory → Report compilation and review → Report issuance.
Timeline: UL testing involves multiple requirements; the standard testing cycle is 4 weeks, with expedited services available to shorten the cycle appropriately.
Report validity: The industry default is 1 year, but Amazon requires that test reports be issued within the past 12 months. Re‑testing is required after changes to product structure or core components.
Core point: The following incorrect practices may render reports invalid, cause listing removal, or even lead to store violations.
Misunderstanding 1: UL 507 test report = UL certification certificate. Amazon listing only requires a test report; blindly obtaining a certificate increases cost and time.
Misunderstanding 2: Any body can issue the report. It must be confirmed that the laboratory has ISO 17025 accreditation and is recognised by Amazon; otherwise, the report will be rejected.
Misunderstanding 3: Using old reports after product revision. After changes to core parameters such as motor, circuit, or power, the old report becomes invalid and re‑testing is mandatory.
Misunderstanding 4: UL 507 report can be used for customs clearance. The test report is only for platform compliance review; North American customs clearance requires the corresponding UL certification or customs‑recognised documents.
The UL 507 test report is the foundational compliance document for fan products entering Amazon US. Choosing the right laboratory, preparing complete documentation, and avoiding common pitfalls will enable you to complete compliance arrangements within controllable costs and avoid operational losses caused by listing removal before peak season.
Shenzhen Zhongwei Inspection is a professional third‑party testing and certification body with multiple laboratory accreditations including CMA, CNAS, and IAS. It provides Amazon UL test report services, including UL 507 test reports for fans.
