1、 Standard positioning
GB/T 4706.85-2024 is part 85 of the "Safety of Household and Similar Electrical Appliances" series of standards, which is a special requirement and must be used in conjunction with GB/T 4706.1-2024 (General Requirements). Equivalent to IEC 60335-2-27:2019, replacing GB 4706.85-2008.
2、 Applicable product types
Suitable for household and similar appliances equipped with light emitters emitting light with a wavelength of 100 nm~1 mm to the skin, including:
UV equipment: UV radiation devices used for skin tanning and tanning, such as tanning beds, UV skin rejuvenation devices, etc.
Infrared devices (IR devices): Thermal therapy and care equipment that uses infrared radiation to treat the skin, such as infrared therapy devices, infrared beauty devices, etc.
Visible light equipment (VIS equipment): Equipment that uses the visible light spectrum for skin care, such as LED phototherapy devices, red and blue light beauty devices, etc.
Voltage range: single-phase not exceeding 250 V, other not exceeding 480 V; battery powered and DC powered appliances are also included in the range.
3、 Exclusion scope
Not suitable for skin or hair care appliances (such as hair dryers, curling irons), sauna heating appliances and infrared boxes, cosmetic and beauty appliances containing lasers and strong light sources (ILS), medical electrical equipment.
4、 Core technology security dimension
This standard establishes a three-layer security system:
Electrical safety: General electrical safety requirements such as electric shock prevention, insulation, leakage current, electrical strength, grounding, and moisture resistance.
Mechanical safety: stability, mechanical strength, durability, and safety verification under abnormal working conditions.
Optical radiation safety: Core special requirements, which make special provisions for the radiation output limits, exposure dose control, and measurement methods of UV, IR, and VIS instruments.
5、 Key points of enterprise compliance application
Product Design and Development
During the design phase, it is necessary to simultaneously compare GB/T 4706.1-2024 and GB/T 4706.85-2024, with a focus on the optical radiation output limit (clause 32.101/32.102), newly added structural clauses (22.105, 22.112, 22.114, 22.115), and software safety assessment (Appendix R).
Instructions and labels
UV equipment must be fully labeled with contraindications (under 18 years old, photosensitive skin, history of sunburn, history of skin cancer, etc.), irradiation schedule, goggles requirements, and warnings to remove cosmetics before irradiation in the instruction manual. VIS/IR equipment must be labeled with eye protection advice and instructions for prohibited individuals.
Testing and Certification
The product must undergo type testing by a qualified third-party testing agency in accordance with the new version of the standard, and obtain a testing report before it can be put on the market for sale. The key testing items include optical radiation dose measurement, electrical safety, mechanical safety, and software evaluation.
6、 New version changes and application impact
New structural clauses: 22.105, 22.112, 22.114, 22.115 put forward stricter special requirements for the structure of appliances, and enterprises must re evaluate the compliance of product structure.
Mandatory software evaluation: Appendix R conducts normative security evaluations on control software, and intelligent and program controlled products must supplement software security verification.
Refinement of signage instructions: The warning instructions for UV equipment require significant expansion, and companies must update product manuals and packaging labels.
Clear classification of experiments: Instruments equipped with IR emitters are tested as electric heating appliances, while others are tested as electric appliances, which affects the development of detection plans.
7、 Industry application scenarios
Household beauty equipment industry: LED phototherapy masks, red and blue light acne removal devices, infrared skin rejuvenation devices and other products must complete safety certification in accordance with this standard.
Commercial tanning industry: UV equipment such as sunbathing beds and vertical tanning cabins must strictly control radiation dose and improve user warning signs.
Personal care small appliances: Composite nursing appliances with light radiation function (such as face steamers with infrared function) must be evaluated to determine if they fall within the scope of this standard.
