EU ERP Energy Efficiency Testing for LED Luminaires: Mandatory Compliance Requirements and Implementation Guide for Export to the EU

I. Introduction

As the EU continues to raise its requirements for energy efficiency and environmental protection, LED luminaire exports to the EU market are facing increasingly stringent compliance challenges. Since 1 September 2021, the new ERP regulation (EU) 2019/2020 has fully replaced the old version, marking a stricter phase for energy efficiency requirements for lighting products. II. What is EU ERP Energy Efficiency Testing for LED Luminaires?

EU ERP energy efficiency testing, formally known as Energy‑related Products Directive ecodesign testing, is a mandatory energy efficiency compliance requirement under the EU CE marking framework. For LED luminaires, it is not a simple single test but a complete compliance assessment system covering two core regulations: Ecodesign (EU) 2019/2020 and Energy Labelling (EU) 2019/2015. Through this testing, products must demonstrate that they meet the minimum standards set by the EU in terms of energy consumption, luminous efficacy, lifespan, and environmental performance, thereby gaining access to the EU market.

It is important to note that the EU market access logic has been fundamentally restructured in 2026. The revised Energy Performance of Buildings Directive (EPBD) mandates that new commercial buildings install automatic lighting control systems, requiring luminaires to transform from “stand‑alone products” into “networkable, integrable intelligent terminals”. At the same time, the Ecodesign for Sustainable Products Regulation (ESPR) extends the scope of control from energy efficiency to the full life‑cycle sustainability performance of products. This means that simply achieving luminous efficacy compliance is no longer sufficient to guarantee market access.


III. Core Test Items and Technical Requirements

Under Regulation (EU) 2019/2020, ERP testing for LED luminaires covers multiple key indicators:

  • Energy efficiency and luminous efficacy: Non‑directional LED luminaires are generally required to achieve luminous efficacy of 140 lm/W or above; the Energy Efficiency Index (EEI) must meet the maximum limits set by the regulation. An old A++ energy class may now be equivalent to only class E or F under the new A‑G grading system.

  • Power consumption limits: Standby power and networked standby power must not exceed 0.5 W.

  • Durability and reliability: Must pass a 3600‑hour durability test, after which the luminous flux maintenance rate must not fall below 80% of the initial value.

  • Optical performance: Colour Rendering Index (CRI) generally ≥80; Power Factor (PF) has clear limits depending on power (≥0.9 for power >25 W); flicker (SVM/PstLM) is strictly limited.

  • Sustainability and repairability: The regulation requires luminaires to adopt a two‑layer architecture separating “durable parts” from “consumable parts”; LED modules and drivers must be removable without damage to facilitate repair and recycling.


IV. ERP Testing Process and Timeline

ERP certification follows the compliance path of “third‑party testing + technical documentation + self‑declaration”. The specific steps include: determining applicable product standards, preparing technical documentation (product specifications, circuit diagrams, BOM lists, etc.), and sending samples to an accredited laboratory for full testing. After passing the tests, technical documentation must be compiled and the EU Declaration of Conformity (DoC) signed. The product information must then be registered in the EU Energy Efficiency Product Database (EPREL), which must be carried out by an EU Authorised Representative or importer, taking approximately 3‑5 working days.

With compliant product performance and complete documentation, the laboratory testing and report compilation cycle is typically 7‑15 working days. Including EPREL registration, the overall cycle is approximately 2‑3 weeks. If smart controls are involved or the product structure is complex, the timeline may be extended.


V. Cost Structure of ERP Testing

ERP testing costs mainly depend on product complexity, light source type, and the number of test items. The assessment difficulty differs between standard LED bulbs, downlights, and dimmable smart luminaires, resulting in varying costs. Currently, one‑stop all‑inclusive services (covering testing, report compilation, label generation, and EPREL registration) are the mainstream choice.
