In 2023, the European Union formally released the ERP Regulation for smartphones and tablets, introducing mandatory reforms for consumer‑electronics durability, energy‑saving performance and repairability. Establishing clear standards covering design, manufacturing and sales phases, the regulation entered into full‑force enforcement on 20 June 2025, directly impacting all products placed on the EU market.

Rapid replacement cycles and short service lives of mobile phones and tablets have made them a major source of electronic waste. Issued as a key component of the EU Green Deal and circular‑economy strategy, this new regulation enforces requirements to extend product service life, cut energy consumption and reduce e‑waste, delivering longer‑lasting and more repairable electronic devices.The regulation applies to smartphones, feature phones, cordless phones, and 7‑ to 17.4‑inch “slate‑form tablets” running mobile operating systems such as Android or iOS.Not covered by this regulation are 2‑in‑1 tablets with keyboards running desktop operating systems (e.g. Windows), rollable flexible‑display devices, and certain high‑security specialised communication phones.
Products sold on the EU market shall comply with the concrete multi‑dimensional requirements listed below:
Improved mechanical robustness: Device screens shall reach Mohs hardness level 4, and the complete unit shall achieve at least IP44 dust‑ and water‑resistance to withstand everyday drops and abrasion.
Enhanced battery durability: Batteries shall retain no less than 80 % of their original capacity after a minimum of 800 full charge‑discharge cycles. For devices with non‑user‑replaceable batteries, the requirement rises to 1 000 charge‑discharge cycles, together with a minimum IP67 ingress‑protection rating for the whole device.
Guaranteed repairability: Manufacturers shall supply key spare parts for at least 7 years after the end‑of‑sale of a given model. Repair manuals and circuit diagrams shall be published on public websites to enforce consumers’ right‑to‑repair.
Extended software support: Smartphone manufacturers shall provide operating‑system and security updates for a minimum of 5 years, counted from the date when the last unit of that specific model is placed on the market.
Open repair ecosystem: Software‑based barriers against third‑party repair are prohibited. Necessary software, firmware and calibration tools shall be made available to professional repair technicians.
Since 20 June 2025, all smartphones and tablets sold within the EU must carry the new‑generation energy‑efficiency label.Beyond conventional energy‑efficiency grading, this label integrates multiple durability‑ and repairability‑related metrics for straightforward sustainability assessment:
Battery autonomy: Operating hours achievable on a single charge
Drop‑resistance class: Rated from Class A (most robust) to Class E (least robust)
Battery cycle‑life: Allowable number of charge‑discharge cycles
Repairability class: Rated from Class A (easiest to repair) to Class E (hardest to repair)
Ingress‑protection rating: e.g. IP68 for full dust‑proofing and short‑term water immersion
Consumers can now intuitively compare product long‑term performance and make greener, more cost‑effective purchasing decisions.

Manufacturers shall engage third‑party laboratories to demonstrate compliance. Major test items include:
Drop‑ and scratch‑resistance testing: Simulating real‑world accidental impacts to determine drop‑resistance and screen‑hardness grades
Dust‑ and water‑ingress testing: Verifying compliance with specified IP protection ratings
Battery testing: Evaluating both single‑charge runtime and capacity retention after long‑term cycling
Repairability assessment: Evaluating disassembly difficulty, spare‑part accessibility, and checking for software‑lock designs that hinder third‑party repair.
For manufacturersProduct design shall continuously satisfy new regulatory requirements. Verify compliance for batteries, mechanical structures and software‑update roadmaps, and compile complete technical documentation. Complete EPREL database registration and generate compliant energy‑efficiency labels for each product model.For importersConduct strict supplier audits. Ensure imported products have passed conformity assessment and hold valid compliance documentation alongside correct labels. Non‑compliant or unlabelled goods shall not be released onto the EU market.For distributorsEnsure all stocked and sold units bear valid energy‑efficiency labels whose printed metrics match actual product performance. Sales personnel shall be capable of explaining durability‑ and repairability‑related indicators to end‑users for transparent communication.
