Products such as massage guns, handheld massagers, neck massagers and massage chairs maintain substantial growth potential across North‑American e‑commerce channels.


Nevertheless, market opportunities come with strict compliance requirements. For Amazon US sellers, obtaining a UL 1647 test report is a mandatory prerequisite for product listing.

01 What is UL 1647?

UL 1647 is a safety standard developed by Underwriters Laboratories for Electric Massage and Fitness Equipment. It applies to household electric massage products with a rated voltage of up to 250 V.Applicable product categories include:

  • Massage guns

  • Handheld massagers

  • Neck massagers

  • Massage chairs

  • Other household‑use electric massage and fitness devices

Difference between test report and UL certification: A UL 1647 test report is based on sample testing and differs from full UL certification, which includes factory audits. Test reports issued by ISO 17025‑accredited laboratories are primarily accepted for compliance review by e‑commerce platforms such as Amazon, featuring shorter lead times and lower costs.


02 Core Test Items

UL 1647 conducts a comprehensive safety assessment covering the following key tests:

  • Electrical safety tests: Leakage current, leakage current after humidity conditioning, and dielectric voltage‑withstand tests to eliminate electric‑shock hazards under humid operating conditions.

  • Mechanical construction tests: Cord pull tests and cord bending tests to verify mechanical durability.

  • Heating and abnormal‑condition tests: Temperature rise testing and abnormal‑operation testing (simulating overload scenarios) to prevent fire risks caused by overheating.


03 Application Procedure

  1. Submit ApplicationFill out the test application form and submit product manuals, electrical schematics, critical component lists and product photos.

  2. Ship Test SamplesNormally, 2 production‑representative units shall be delivered to the testing laboratory.

  3. Laboratory TestingThe laboratory carries out full‑scope testing per UL 1647. In case of non‑conformities, engineers will provide root‑cause analysis and corrective recommendations.

  4. Issue Test ReportUpon successful completion of all tests, an official UL test report will be issued by an ISO 17025‑accredited laboratory.


04 Required Documentation Checklist

Prepare the following documents for UL 1647 test report application:

  • Test application form

  • English‑language product user manual

  • Product technical specifications

  • Electrical circuit schematics

  • Bill of Materials (BOM) for critical components
