1、 The relationship between two standards
EN 60825-1 is a general safety standard for laser products in the European Union, which specifies general requirements for laser classification
(Class 1 to Class 4), achievable emission limits (AEL), engineering protection, labeling, and user manuals.
EN 50689:2021 is an additional standard specifically designed for consumer laser products and cannot be used alone. It must be implemented in
conjunction with EN 60825-1.
The EN 60825-1:2014/A11:2021 version explicitly requires that all consumer laser products must also comply with EN 50689:2021.
2、 Scope of application
EN 50689 applies to laser products that may be used by ordinary consumers, typically including laser pens, laser rangefinders, laser projection lights,
starry sky lights, robotic vacuum cleaners (including LiDAR), etc.
The following products are excluded:
VR/AR glasses and long-term retinal irradiation equipment
Laser equipment for professional/industrial/medical purposes only
Electric laser toys (covered by EN 62115)
Class 1C household beauty laser equipment
3、 Grade limitations of laser pens
Laser pointers have strict grade limits in the European Union:
Only Class 2 (visible light, power<1 mW) is allowed at most, and Class 3R or higher is not allowed.
The EU explicitly does not accept laser pens of Class 3R and above.
To avoid sales disputes, the industry recommends that consumer laser products achieve Class 2 or below.
4、 Additional requirements for laser products that attract children
If the appearance, color, function, etc. of the laser pen will attract children to play (non toy), then the requirements are stricter:
Laser classification must be Class 1
The radiation level at any position shall not exceed the limits specified in Table A.5 of EN 60825-1:2014
When the wavelength is between 180-315 nm (ultraviolet), the maximum radiation value does not exceed 0.001 W/m ²
Must comply with the requirements for batteries in EN 62115 (standard for electric toys)
5、 Grade range of other consumer laser products
In addition to products that attract children, general consumer laser products:
Laser classification can only be Class 1, Class 2, or Class 3R
Laser accessibility at any position cannot exceed Class 3B
During the maintenance process, the radiation emitted by the operator should not exceed the declared level
6、 Additional restrictions for Class 3R products
If consumer laser products (non laser pens) are Class 3R, they must meet the following requirements:
It cannot be a laser pointer
Explain in the manual why Class 3R must be used instead of Class 2 or Class 1
Equipped with anti misoperation design and laser emission indication (visible or audible signal)
Functionally, there is no need to directly look at the beam of light
Wavelength range: 400 nm ≤ λ<1250 nm
When classified according to EN 60825-1, C6 can only take the value 1
400-700 nm: Peak power within 0.25 seconds not exceeding Class 3R limit of 0.5 W
700-1250 nm: Peak power within 100 s not exceeding 2 × C4 × C7 mW
7、 Label identification requirements
On the basis of meeting the labeling requirements of EN 60825-1, it is also necessary to:
New annotation of EN 50689:2021 standard number (allows simultaneous annotation of EN 60825-1:2014)
Must indicate 'Consumer Laser Product'
Clearly label the laser grade (such as "Class 2"), wavelength, and output power
Laser warning symbols and safety tips
8、 User manual requirements
In addition to the requirements of EN 60825-1, the Class 3R product manual must also include:
instruct users not to intentionally irradiate people; for outdoor products, remind users to avoid irradiating people with lasers
Description of laser emission indicator
Explanation of the correct control method for triggering the laser
Explain why it must be designed as Class 3R level
Declaration that the product complies with EN 50689
Provide date, manufacturer or supplier information
9、 Certification Process Overview
Determine product classification: Evaluate whether it belongs to the consumer laser product category and determine the laser grade
Sample testing: radiation power/energy, wavelength, beam divergence angle, pulse characteristics, effectiveness of protective measures, etc
Label and document review: Review warning labels, instructions, technical documents (circuit diagrams, optical layout diagrams, BOM, risk assessment
reports)
Report issuance: The laboratory issues EN 60825-1 and EN 50689 test reports
Sign DoC and affix CE mark: The manufacturer or authorized representative of the European Union signs a declaration of conformity, and the product is
affixed with CE mark
10、 Key Reminder
EN 50689 and EN 60825-1 must be met simultaneously and cannot be substituted for each other
Re evaluation and testing are required after product design changes
The EU market regulation is strict, and there are cases of mandatory recall of products that have not been evaluated according to EN 50689
Non EU companies must designate an EU authorized representative
