Against the backdrop of tightening safety regulations for consumer‑grade laser products across the European Union, compliance requirements for laser pointers exported to the EU have undergone significant changes. Since 27 September 2024, laser pointers passing only conventional laser‑safety tests are no longer permitted to enter the EU market. For domestic laser‑pointer manufacturers, clarifying the testing requirements under EN 60825‑1 and EN 50689 is critical to smooth customs clearance and legal sales.

As common presentation and pointing tools, laser pointers can cause eye injuries if their laser radiation is misused. Regulatory oversight for such consumer‑oriented products has grown stricter within the EU. Currently, all laser pointers exported to the EU must satisfy both the general safety standard EN 60825‑1 and the dedicated supplementary standard EN 50689:2021; neither standard can be omitted.This regulatory update stems from the mandatory EN 60825‑1:2014/A11:2021 amendment implemented by the EU in 2023. The amendment formally defines “consumer laser products” and mandates that these goods meet the additional provisions laid out in EN 50689.


2. EN 60825‑1 versus EN 50689: What Each Standard Covers

Understanding the differences and respective focuses of the two standards helps manufacturers properly prepare their technical documentation.

2.1 EN 60825‑1: General Baseline Safety for Laser Products

EN 60825‑1 forms the fundamental entry requirement for laser products entering the EU market. It applies to all laser products emitting radiation within the wavelength range of 180 nm to 1 mm. Its core functions include safety classification of laser products (Class 1 through Class 4), defining accessible emission limits, radiation thresholds, and protective‑measure specifications. Depending on output power, laser pointers are generally classified as Class 1, Class 2 or Class 3R.

2.2 EN 50689: Specialised Supplementary Standard for Consumer Laser Products

EN 50689:2021 acts as a supplement to EN 60825‑1 and cannot be applied independently. It imposes stricter consumer‑product controls that account for foreseeable misuse by ordinary end‑users. For laser pointers, its key constraints include:

  • Classification limit: Laser pointers shall be limited to Class 2 only (visible light, output < 1 mW). Class 3R or higher‑class laser pointers are explicitly prohibited for the EU market.

  • Misuse‑condition testing: Safety verification simulating improper operation by children or untrained users.

  • Labelling and instructions: Products must bear the “Consumer laser product” marking together with the EN 50689 reference number. Safety warnings shall be included within user manuals.


3. Is it mandatory to perform both EN 60825‑1 and EN 50689 tests?

Yes, both assessments must be completed.EN 50689 does not replace EN 60825‑1; it adds extra consumer‑focused requirements on top of the base standard. Products tested only against EN 60825‑1 without EN 50689 assessment risk customs detention, marketplace removal and financial penalties. For laser pointers, the compliance workflow follows this logic: assign the laser hazard class per EN 60825‑1 first, then complete the consumer‑product safety review under EN 50689.

  4. Report issuance: Upon passing all tests, test reports are issued. Manufacturers draw up and sign the EU Declaration of Conformity for CE marking.
