IEC 62471 Photobiological Safety Testing for LED Chips

1. Wide Adoption of LED Chips and Associated Safety Challenges

Driven by rapid advances in LED technology, LED chips are extensively adopted in general lighting, display equipment, automotive lighting, stage lighting and various special lighting applications. Compared with conventional light sources, LEDs deliver prominent advantages including high energy efficiency, long service life and fast response speed. Nevertheless, their high proportion of high-brightness blue light and high optical power density bring notable photobiological safety risks. 



LED chips emit optical radiation covering the wavelength range from 200 nm to 3000 nm, which may impose potential hazards to human eyes and skin, spanning ultraviolet, visible and infrared spectral bands. Therefore, scientific photobiological safety testing for LED chips has become a critical procedure to ensure lawful product launch and protect consumer health.

2. Introduction to IEC 62471 Testing

IEC 62471, formally titled Photobiological safety of lamps and lamp systems, is the core optical radiation safety standard formulated by the International Electrotechnical Commission (IEC). This standard fully replaces the LED laser class assessment clauses in the former IEC/EN 60825, and introduces new photobiological evaluation indicators such as radiation irradiance and radiance.


The primary objective of IEC 62471 is to conduct scientific evaluation on optical radiation emitted by artificial light sources including LEDs and fluorescent lamps, and determine whether photochemical or thermal damage may be caused to human eyes and skin. Based on measured data, products are classified into four risk groups: Risk Group 0 (Exempt, RG0), Risk Group 1 (Low Risk, RG1), Risk Group 2 (Medium Risk, RG2) and Risk Group 3 (High Risk, RG3). For most consumer-grade LED chips, the target classification is normally RG0 or RG1. This not only reflects responsibility for consumer health, but also constitutes a mandatory requirement for CE marking when products enter the EU and other global markets.


3. Testing Procedure for Photobiological Safety of LED Chips

The complete workflow to obtain a compliant IEC 62471 test report is outlined below:

  1. Pre-consultation and scheme confirmation Manufacturers communicate with testing laboratories and provide product types and light source parameters to confirm applicable standards (IEC 62471, EN 62471 or GB/T 20145) and test scope. Required documents include product specifications, circuit diagrams, optical design descriptions and user manuals.

  2. Sample delivery and contract signing Submit at least 2 fully functional LED chip samples to the laboratory and sign the testing service contract.

  3. Laboratory measurement In accordance with standard requirements, optical radiation measurement is carried out at a specified test distance of 200 mm. Testing covers ultraviolet hazard, retinal blue light hazard, retinal thermal hazard, infrared radiation hazard and other evaluation items.

  4. Data assessment and risk classification Measured parameters such as irradiance and radiance are compared against standard threshold limits to determine the product risk group (RG0 – RG3).

  5. Report compilation and issuance Professional engineers compile detailed bilingual test reports, which are formally released after internal review. If testing reveals an excessively high risk group classification (e.g. RG2), qualified laboratories can provide design modification suggestions to support re-testing after optimization.


4. Lead Time and Cost Reference for IEC 62471 Testing

Under normal circumstances, the full IEC 62471 testing cycle takes approximately 5 working days to complete and issue reports. The timeline may be slightly extended for structurally complex chips or products requiring evaluation under multiple operating modes. Expedited services are available for urgent projects, with completion achievable within 2 to 3 working days.


Testing fees are not fixed rates and are mainly affected by the following factors:

  • Product type and spectral characteristics: Higher-power chips with complex spectrums incur higher testing costs

  • Test scope: Single-item testing for retinal blue light hazard costs less, while full photobiological assessment carries higher charges

  • Laboratory accreditation level: Authorized laboratories holding CNAS, CMA and other accreditations deliver globally recognized reports with pricing reflecting professional technical value
